Letter from Dimitri Nikouline, Chief Technology Officer

Let me begin by thanking you for your interest in Appulate, Inc. Since launching the company on July 11, 2005, we have quickly grown to become a core technology provider to insurance agencies and carriers. I would like to take a moment to share my thoughts on our position as a technology company within this industry.

Appulate is unique in its effort to bring innovation to traditional insurance processes. While we are well aligned with the conservative attitudes of this industry, we are unquestionably risk-takers in our ideas and business model. With our initial product, Appulate Supplemental Pro, we broke industry standards, pioneering the automation of supplemental applications by consolidating questions into a single master form. The instant demand for this product demonstrated to us that the industry is ripe for more software automation.

Automation however should not be achieved by jeopardizing security and privacy. Fundamental to our business is our ability to assure our customers that their data is in reliable hands at all times. Through routine monitoring and expert design, we achieve a "bank-like" level of security that gives our customers peace of mind.

Innovation and peace of mind are rounded out by a dedication to customer service. To be at our best, we believe that we need to always provide prompt, professional and courteous service to our customers. In addition, we recognize that our customers often drive the direction of our products and we make every effort possible to listen to their needs.

As part of your evaluation of Appulate, we invite you to contact our customers as well as our industry trade association partners to hear their thoughts and feedback. I believe they will be able to attest to our constant commitment in each of these three areas.

On behalf of the entire Appulate team, we look forward to working with you.

Sincerely,
Dimitri Nikouline
